HOLDING: The federal government’s special compensation program for members of the armed forces who have incurred a significant, combat-related disability, is not governed by the six-year statute of limitations generally applicable to many other  monetary claims against the government.

The Court unanimously held that the specific statute governing combat-related compensation for armed service members authorized the Defense Department to “settle” combat-related disability claims independently of the separate statute governing the “settlement” of claims against the government in general, including the statute of limitations contained in the more general statute.
